Post-registration, RTOs are tasked with many responsibilities including annual declarations, AVETMISS reporting, and marketing compliance, and validation is often the most challenging.
Although we have published several articles on validation, let’s revisit the term. ASQA describes validation as a quality review of the assessment process.
Essentially, validation is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting.
The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.
As per the standards, two kinds of validation are required.
The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.
The following validation type ensures that assessments follow the principles of assessment and rules of evidence.
Thus, we understand that validation is done before and after the assessment. This article highlights the first type: assessment tool validation.
Breaking Down the Two Types of Assessment Validation
Decoding Assessment Validation
As mentioned earlier and in one of our previous blog posts, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, sometimes called pre-assessment validation, focuses on ensuring all unit requirements are met, in line with the first part of the clause, ensuring complete workbook compliance.
In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.
In this write-up, we will focus on assessment tool validation.
How to Conduct Assessment Tool Validation
Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.
Ideal Times to Conduct Assessment Tool Validation
The purpose of assessment tool validation is to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.
This means that whenever new learning resources are acquired, you must perform assessment tool validation before student use.
There's no requirement to wait for the next validation schedule in your 5-year cycle. Validate new resources promptly to ensure they’re appropriate for students.
However, there are additional reasons to conduct this type of validation. Perform assessment tool validation also when you:
- you update resources
- when new training products are added on scope
- your course gets reviewed against training product updates
- learning resources get identified as a risk during your risk assessment
The Australian Skills Quality Authority's risk-based approach to regulation means RTOs must conduct regular risk assessments. Complaints from students about learning resources signal the need for assessment tool validation.
Determining Training Products for Validation
Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.
Starting Assessment Tool Validation: What You Need
Learning Resources
To validate assessment tools, you need the complete suite of your learning resources:
Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.
Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.
Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item exist. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – could include checklists, registers, and templates developed apart from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Validation Board
Clause 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including industry experts.
Collectively, your validation panel should have:
Relevant vocational competencies and industry skills for the unit being validated
Up-to-date knowledge and skills in vocational teaching and learning
Any of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or an updated successor
Validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool supports the validation process and documentation. It simplifies understanding how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Although such templates ease validation, they can cause judgment errors since there’s minimal space for comments on each assessment item.

As detailed in our blog post Common Problems In Assessment Tools, it is crucial that your assessment tools enable trainers to adhere to assessment principles and evidence rules.
Key Principles of Assessment
Fairness – Does the assessment provide equal opportunity and access to all participants?
Flexibility – Does the assessment accommodate different options to demonstrate competence according to various needs and preferences?
Validity – Is the assessment testing what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment achieve the same results every time, regardless of who conducts the training? Will different assessors consistently make decisions on skill competence?
Evidence Basic Rules
Validity – Does the evidence show the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there sufficient evidence to confirm the learner has the required skills and knowledge?
Authenticity – Does the assessment tool confirm that the work is the candidate’s own?
Currency – Are the assessment tools based on current units of competency and modern industry practices?
Although these are commonly addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.
To avoid employing learning resources that fail to meet all unit requirements, be sure to follow these guidelines:
Practice What You Preach
Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Perform each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:
changing diapers
bottle preparation, bottle-feeding babies, and cleaning equipment
prepare solid food and feed babies
respond suitably to infant signs and cues
prepare and settle infants for rest
monitor and encourage physical exploration and gross motor skills suitable for the age
Having students describe the process of changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Heed the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete or Not Competent
Pay attention to lists. As mentioned earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What details can be included in a work package?
The answer may include:
Mandatory resources
Appropriate costs
Time span of activities
Appointed duties and responsibilities
If an assessment item demands multiple answers, specify the number of answers required from a student. This ensures your assessment is reliable, and the evidence obtained is valid.
This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:
Name a hazard and/or environmental issue in the work area and pick the most effective hazard control hierarchy.
Possible answers include, but are not limited to:
Weather conditions – isolation of the work area, engineering, personal protective equipment
Work area and ground conditions – eliminating hazards, isolating, engineering
People – isolation, engineering controls, administration
Structural hazards – substitution, isolation, engineering controls
Chemical hazards – isolation, use of engineering controls, administration
Equipment or machinery – isolation, use of engineering controls, administrative controls
Steering clear of double-barrelled questions makes it simpler for students here to respond and for assessors to judge competence accurately.
Given these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees require waiting for an audit to rectify noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
